Initial Response
If an incident occurs, the first minutes of the response are critical to escalation prevention and to the successful conclusion of the event. Even in a built-up area where the emergency services can be quickly summoned it is still the initial response that dictates the outcome and someone must take control. Imagine then the pivotal role of an emergency manager in a facility located in a remote onshore region, or more demanding still, offshore, where the installation is surrounded by acres of water and assistance is limited.
Emergency Management
Regardless of job title, a ‘duty shift supervisor’, a ‘site main controller’ or an ‘offshore installation manager’ for example, an emergency manager (EM) has the primary duty of identifying the problem, determining the correct level of response and ensuring that this response is implemented. Events need to be anticipated, a plan formulated and the emergency management team (EMT) must support the manager’s decisions and act accordingly.
Before personnel can go forward for formal assessment in emergency management, they first require training in handling major emergencies at the scene and an appraisal of their capabilities under duress. Emergency management also requires specific qualities and skills, which are essentially different from those demanded by daily routine.
Major Emergency Management Initial Response Training will introduce management principles as the first stage of development for emergency managers. Rarely do delegates leave the course and go directly into formal assessment – more training, experience and appraisal will usually be necessary, including exposure to other ER team roles through workplace drills and scenarios.

Outline

The objectives of the MEM Training are that delegates will be able to:
  1. Understand the key factors of preparing for, responding to, and maintaining control throughout the development or escalation of an emergency situation.
  2. Learn how to manage communication, emergency-related information and put into place predetermined plans at the point when the emergency alarm has been raised, to the point when the emergency manager is assured that the emergency is over.
  3. Understand how stress can impact on individuals and team performance during emergencies.
  4. Have the opportunity to role-play as the emergency manager in a minimum of two specific types of emergency scenarios. This is a key element of the training programme, and is backed up by constructive feedback from the course instructional team.

Oversees the management and operation of two fixed MEM training centres in Indonesia and Egypt, as well as deployable onsite offshore and onshore Major Emergency Management training, for customers in the oil & gas industry. He previously served 10 years with the Republic of Singapore Air Force, his primary role being that of weapon specialist, with a secondary duty as member of the Emergency Response Team. During these 10 years, he was involved with many rescue and recovery missions for the RSAF.
His wide experience in operations and communications, together with his ongoing involvement in military training, provided the required expertise for his initial employment with Risktec Singapore, in 2004, as Course Coordinator. He was heavily involved in the logistical and operational aspects of Risktec MEM courses globally.
In 2007, he was promoted to the position of Training Support Manager of Risktec Singapore. In his new role, he was instrumental in setting up Risktec’s 2nd MEM training simulator suite in Egypt, Cairo (a.k.a Petrolift).
In 2010, he led a project team and successfully attained OPITO approval for Major Emergency Management Initial Response (MEMIR) and for the assessment of OIM Controlling Emergencies, in Egypt. The Egypt Training Centre is the 1st training provider outside the UK to have attained OPITO MEMIR accreditation. On July 2010, he was tasked to setup another MEM training simulator suite in Indonesia, Batam Island to meet the demand of Asia region.
In 2011, in recognition of his performance and experience in the company, he was promoted to Risktec’s Company Manager. In his new role, he was heavily involved in planning and management of the company business and the skill development of the employees.
In March 2012, he obtained OPITO Competency Assessor Award to refine his skill in management and personnel assessment. In late 2012, left Risktec Singapore due to the changed in corporate direction. With his resources and contacts, Ice Lee continued to provide the same high quality services and training to his clients as an independent company.
In 2013, sets up the third MEM simulator in Dubai in partnership with Proclad Academy. The company conducts MEMIR course and OIM Controlling Emergency Assessment for all Shelf Drilling Offshore managers and personnel. Shelf Drilling also invited him to conduct country and corporate level Emergency Response training and drills globally
In 2014, the company attained OPITO Approved Training Provider in Dubai. In October he was invited by BG Mumbai to be an assessor/instructor to conduct a training and joint major oil spill exercise in Pana Field Mumbai. This exercise involved the Offshore platform, Town response team and Corporate response team.
In 2015, he gained the trust and recognition of Vietnam national training provider, PVD Training. A partnership was formed and the first MEM Simulator in Vietnam was built.
In 2016, he obtained OPITO Approval for MEMIR in Vietnam in a joint effort with the local business partner, PVD Training. He continues to travel the world with his team to deliver MEM training and Emergency Response consultation.
In 2017, February – June he was engaged by Nghi Son Refinery & Petrochemical Plant in Vietnam to provide consultation and training for the refinery’s Emergency Response structure and procedure during their pre-commissioning and commissioning phase. In August, he successfully led a team to Vietnam and achieved OPITO accreditation for OIM Controlling Emergencies Assessment with the joint effort from PVD Training.
